The Quantity Surveyor will be responsible for the commercial management of the full project life-cycle across rail consulting, design and delivery projects in GRIP 4 – 8 to an approximate value of £10m per annum. The Quantity Surveyor will work closely with the Head of Commercial and Senior Quantity Surveyors to uphold company standards, ensuring best practice and company processes are adhered to at all levels, working in the best interests of the business.
- Support throughout the tender process by working with projects delivery to produce Bills of Quantities, activity schedules and target costs to the required methods of measurement and provide input into responses to commercial questions.
- Analyse contract documents to highlight risk and ensure that delivery teams understand their duties under the contract.
- Provide commercial input to contacts with client’s representatives.
- Maintain effective communication with contract managers, project management, Senior QS and other associated disciplines.
- Work with planning and delivery teams to establish baseline project forecasts and cash-positive revenue plans.
- Ensure that project procurement plans are in place, giving support on time scales and advising on appropriate contract forms.
- Support subcontract tendering by identifying suppliers, drafting enquiries, identifying risk and assessing tender returns.
- Commercial management of subcontractors through to settlement of final account, including being the commercial contact, monitoring relationships and referring disagreements and the timely assessment and processing of payments.
- Undertake costing activities, utilising a sound working knowledge of the costing structure and contract form for a particular project.
- Oversee the administration of and administrate project cost capture and record keeping systems for monthly valuation and change management.
- Monitor the cost of site resources and effectively communicate deviations from plan.
- Produce cost to date reports to support effective and up-to-date forecasting of project positions.
- Provide commercial advice to site teams for those projects in which you are involved and management of all contractual issues. Provide input and guidance to peers on other projects.
- Take part in discussions concerning performance of projects in which you are involved.
- Recognise and manage change, deal with change management and provide input into risk profiling.
- Ensure that contract requirements are met in the level of detail and timeliness required of submissions.
- Conduct site measurement activities, recognising and highlighting change to the project team and prepare detailed change submissions.
- Ensure that management are kept abreast of project performance through producing accurate cost and value reports which stand scrutiny.
- Ensure project cash-flow is maintained via the timely production and client agreement of interim applications for payment, submitted in accordance with the contract.
- Carry out staff performance and development reviews, manage, supervise and mentor direct reports within the commercial structure, delivering their staff and performance level.
- Manage time and workloads for yourself and the commercial team in a structured manner.
- Ensure that all members of the commercial team follow company procedure and best practice.
- Provide assistance emanating from staff performance and development review activities, including but not limited to advising on training and support requirements.
- Assist in staff matters which may include non-compliance, attitude and behavioural issues, competency and retainment.
- Carry out other relevant duties as required from time to time.

- Strong contractual awareness to properly manage NEC and Network Rail forms of contract, avoiding time barring and maximising the opportunity presented by change.
- A high level of IT literacy across packages including MS Office.

- Strong organisational skills with the ability to manage several complex projects, whilst working to tight deadlines.
- Work collaboratively with colleagues and stakeholders, demonstrating the ability to translate complex information into easy to understand plans and methodologies.
- The ability to work with semi-autonomously whilst delivering best commercial practice to enhance commercial performance, reduce risk and recognising when to seek advice.
- Must be flexible, quick to adapt to support other work streams as and when required.
Qualification & Experience
- A background in civil engineering and / or rail projects, with a minimum of 3 years Quantity Surveying experience.
- Successful experience at intermediate / assistant quantity surveyor level.
- Delivery of projects under the NEC form of contract.
- Enhanced knowledge of rail construction procedures and working methods.
- Knowledge of Government legislation and company policy on all matters relating to safety and environment.
- Understand basic contract and construction law, contractual relationships and key contractual requirements.
- The ability to negotiate in a collaborative manner and achieve positive outcome for the business.
- Minimum 2:1 BSc in Quantity Surveying, or another related field.
- Experience delivering projects under other forms of contract, such as JCT and the Network Rail NR suite.
- A proven record in dispute avoidance, ADR and / or the amicable settlement of claims.
