Senior Quantity Surveyor

We are looking for a Senior Quantity Surveyor with rail and civil project experience to join our growing commercial team. 

The Senior Quantity Surveyor will be responsible for the commercial management of the full project lifecycle across a portfolio of consulting, design and delivery projects in GRIP 4 – 8 to an approximate value of £10m per annum. They will work closely with the Head of Commercial and Quantity Surveyors to uphold company standards, ensuring best practice and company processes are adhered to at all levels, working in the best interests of the business.


Key Accountabilities

  • Support throughout the tender process by working with projects delivery to produce Bills of Quantities, activity schedules and target costs to the required methods of measurement and provide detailed responses to commercial questions.
  • Review and advise on client contract terms with oversight and support from the Head of Commercial.
  • Analyse contract documents to highlight risk and brief delivery teams to ensure understanding of their duties under the contract.
  • Provide and control strategy of commercial contacts with client’s representatives.
  • Maintain effective communication with contract managers, project management, QS and other associated disciplines.
  • Work with planning and delivery teams to establish and oversee the preparation of baseline project forecasts and cash-positive revenue plans.
  • Ensure that project procurement plans are in place, giving support on time scales and advising on and draft appropriate contract forms.
  • Oversee subcontract tendering by identifying and vetting suppliers, selecting appropriate contract forms, drafting enquiries, identifying risk and assessing tender returns.
  • Ensure that subcontract tendering processes result in the execution of mutually beneficial agreements to meet delivery timescales, considering wider procurement needs.
  • Undertake and oversee the commercial management of subcontractors through to settlement of final account, including being the commercial contact, implementing dispute avoidance measures and timely assessment and processing of payments.
  • Undertake and oversee costing activities, utilising a sound working knowledge of the costing structure and contract form for a particular project.
  • Ensure that appropriate cost capture and record keeping systems are in place on projects for monthly valuation and change management.
  • Oversee the monitoring of cost of site resources and develop mitigation measures to limit and recover over-spend.
  • Produce, oversee the production of and present cost to date reports to support effective and up-to-date forecasting of project positions.
  • Provide commercial advice to site teams for those projects in which you are involved and management of all contractual issues. Provide input and guidance to peers on other projects.
  • Actively engage in discussions concerning performance of projects in which you are involved.
  • Recognise and manage change, deal with change management and prepare commercial risk profiles.
  • Ensure that contract requirements are met in the level of detail and timeliness required of submissions.
  • Conduct, oversee and review site measurement activities, recognising and highlighting change to the project team and prepare detailed change submissions.
  • Ensure that management are kept abreast of project performance through producing, overseeing the production of accurate cost and value reports which stand scrutiny. Provide input into the monthly Operations Report.
  • Ensure project cash-flow is maintained via the timely production and client agreement of interim applications for payment, submitted in accordance with the contract.
  • Carry out staff performance and development reviews, manage, supervise and mentor direct reports within the commercial structure, delivering their staff and performance level.
  • Manage time and workloads for yourself and the commercial team in a structured manner.
  • Scrutinise and review the work of direct reports to ensure accuracy.
  • Ensure that all members of the commercial team follow company procedure and best practice.
  • Provide assistance emanating from staff performance and development review activities, including but not limited to advising on training and support requirements.
  • Assist in staff matters which may include recruitment, non-compliance, attitude and behavioural issues, competency and retainment.
  • Carry out other relevant duties as required from time to time.

Key Competencies & Behaviorurs

  • Maintain high personal safety and environmental standards in accordance with company policy.
  • Strong contractual awareness to properly manage NEC and Network Rail forms of contract, avoiding time barring and maximising the opportunity presented by change.
  • A high level of IT literacy across packages including MS Office.
  • Excellent written and verbal communication.
  • Strong organisational skills with the ability to manage several complex projects, whilst working to tight deadlines.
  • Work collaboratively with colleagues and stakeholders, demonstrating the ability to translate complex information into easy to understand plans and methodologies.
  • Must be flexible, quick to adapt to support other work streams as and when required.

Key Qualifications & Experience

  • Minimum 2:1 BSc in Quantity Surveying, or another related field.
  • A background in civil engineering and / or rail projects, with a minimum of 5 years Quantity Surveying experience.
  • Successful experience at quantity surveyor level, including leading the commercial function on projects.
  • Delivery of projects under the NEC form of contract and forms under the Network Rail NR suite.
  • Thorough knowledge of rail construction procedures and working methods.
  • Knowledge of Government legislation and company policy on all matters relating to safety and environment.
  • The ability to negotiate in a collaborative manner and achieve positive outcome for the business.
  • Enhanced knowledge of construction law, contractual relationships and key contractual requirements.
  • A proven record in dispute avoidance, ADR and / or the amicable settlement of claims.
  • Experience delivering projects under other forms of contract, such as JCT.
  • Knowledge of quantity surveying to corporate Member of CICES (MCInstCES) or Member of RICS (MRICS).
  • Successful experience working as part of an alliance or JV.
